Big Budget number! Rs 60,000 crore set aside for MGNREGA this year

In a Budget that comes before the general elections, Interim Finance Minister Piyush Goyal has allocated Rs 60,000 crore for a key scheme aimed at the rural poor, NREGS. He allocated Rs 60,000 core to the scheme in 2019-20. For fiscal year 2018-19, NREGS was allocated Rs 55,000 crore.

The scheme under MGNREGA or the Mahatma Gandhi National Rural Employment Guarantee Act, promises unskilled manual work to every adult for at least 100 days in rural parts of the country. It was introduced in 2005. The scheme is called Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).

According to government data, total availability of funds under NREGS has been Rs 58,403.69 crore (2018-19), Rs 68,107.86 crore (2017-18), Rs 57,386.67 crore (2016-17), Rs 43,380.72 crore (2015-16) and Rs 37,588.03 crore (2014-15). Total expenditure has been Rs 51,510.82 crore (2018-19), Rs 63,646.41 crore (2017-18), Rs 58,062.92 crore (2016-17), Rs 44,002.59 crore (2015-16) and Rs 36,025.04 crore (2014-15).

The allocation was further increased in Budget 2016-17. "Rs 38,500 crore have been allocated for MGNREGA in 2016-17. If the total amount is spent, it will be highest budget spend on MGNREGA," Jaitely said in his Budget speech. In 2016-17, NREGS was allocated Rs 47,499 crore, which included the Rs 38,500-crore budgetary allocation while the remaining came through supplementary grants. In the next fiscal year, 2017-18, the allocation went up to Rs 48,000 crore. The Finance Ministry allotted an additional Rs 7,000 crore when the states demanded more funds. The NDA government continued to increase the funding. For fiscal year 2018-19, NREGS was allocated Rs 55,000 crore.

Assets created under NREGS include works related to natural resource management that include water conservation, land development, irrigation, etc. Besides these, dams, irrigational channels, check dams, ponds, wells anaganwadi assets are also constructed under this scheme.
