Central institutes with constraints can roll out EWS quota in '20-20

Every institute has been asked to put out a schedule outlining how it will implement the quota and display it on its website by 31st March this year, as per the OM.
New Delhi: The Union Human Resource Development ministry has decided to allow central educational institutions which have genuine academic or infrastructure-related constraints this year, to effect the 10% quota for the economically weaker sections (EWS) and increase required seats in the 2020-21 academic year instead.

In an Office Memorandum (OM) dated 17th January, 2018, the ministry has said that “reservations shall be provided to EWS for admission in Central Educational Institutions from the academic year 2019-20 onwards”.

The same order also says that if an institute makes a representation to the concerned appropriate authority explaining that “for reasons of financial, physical or academic limitations” it may not be able to increase the number of seats in a particular department or recruit adequate faculty for the same immediately in this academic session, it may be permitted “to increase the annual permitted strength over a maximum period of two years” starting 2019-20.


It has been clarified, however, that in the academic year when the ESW quota is implemented, institutes must be ensure that the “number of seats made available to EWS” shall not reduce the number and the percentage of reservations provided for SC/ST/OBC categories. The ministry clarified that each Central educational institute will “increase the number of seats over and above its annual permitted strength in each branch of study or faculty” and this increase in number of seats available should not in any way impact the current seat availability for any other category.
